About
The Voluntary Cosmetic Registration Program (VCRP) is a voluntary reporting system where manufacturers, and packers, who manage cosmetic products sold in the United States, and the foreign manufacturers that export cosmetic products to the Unites States report to the FDA.
VCRP is applied to the following:
- Cosmetics sold to consumers that are sold over the commercial distribution transaction value standard of the FDA (US$1,000 or more per year)
- Cosmetics used for professional use in beauty salons, spas, and skin and hair clinics are excluded.
- Samples, free gifts, and cosmetics that are not for sale are excluded
